6 ft single trunk plant air-layered mid-point; top plant fruited

Over the past two years I have air-layered three tall plants almost at mid-point and got six potted plants. In all three cases the air-layered top portions fruited the first summer after air-layering and the bottom portions branched out but not fruited yet. I thought the bottom part with the big mass of roots should have fruited first or at least at the same time.

Is it a common observation? If yes, what could be the explanation?
