Norman Rockwell small town

Having done quite a bit of driving around some areas of Florida recently, I wonder, does this kind of town actually exist? A pretty clean town, with pretty NEAT houses?

It's not my intention to pick on the way people live, but what is it with small towns in Florida? Is there a reason you leave the old burned out house standing beside the new one you built? Is there a reason why the tractor just kinda stopped in the middle of the front yard? Is there a reason you didn't sell the last 2 vehicles before your new one or do they look good with grass growing on them?

Geez, I'd never move into an area with an HOA, but sometimes you can see how they get started. I guess it's also the reason why some cities tend to grow while others kinda stagnate in time.
