I saw an interesting story on CNN (online) about fertilizer. Some NGO was preventing farmers from getting access to it (can't remember the reason) but the gov't (theirs not ours) got the farmers access and their yields zoomed up preventing starvation, etc.
The villagers get together and decide which farmer will get the fertilizer based on need, etc and they allocate that way even though others will do without.

Naplesgardener, look what's going on in Malawi. The gov't has started fert subsidies for their farmers and this year corn went thru the roof. Not only can they feed themselves but they are sending corn to nearby starving countries.
OUR gov't would rather send them food (and money)and tied it to their Not doing gov't subsidies. We want them to buy our fert on the free market?????We really need to rethink our idiot policy on this. I smell US farm lobbyists at work.
