Looks like some type of hard/armored scale. There are several types of scale. They often have eggs underneath them but you can't really see the eggs. You can pick off the scale then spray it with NEEM to smother the eggs. If you don't get control of scale it can be difficult to eradicate. If you don't mind using insecticides you can use a systemic pesticide instead.
