Why not grow your replacement plants from seeds? You'll have many more variety choices than you would trying to buy plants that are already started, plus, it's a lot cheaper (and more fun and satisfying, IMHO).

My heart goes out to you, Rainy. If you want to start a sanctuary, many of the big box stores are getting in their winter seedlings and new crop of seeds, now. And of course, you can get more for your money by planting seeds. Considering your location, whatever you plant will probably jump out of the soil within days.

I would buy the foundation plants ( like rosemary) b/c I feel like for me it grows so slowly, but I think it's a great idea for an herb garden b/c you can trim it like a mini topiary or use it as a border "hedge". Other herbs do make sense to grow from seed though.

For getting new herbs, might I suggest checking in with any local flea markets you might have? The ones around me usually have a stall or two selling full herb plants.

I might suggest waiting another month and all the box stores and Walmart will be getting in the spring selections, which should be healthier plants.
