For non-flowering plants and plants that bloom on new growth (hibiscus, for example), prune at the end of February/beginning of March. For flowering plants that bloom on old wood/prior year's growth (azaleas, for example), pruning should be done after they bloom.

Yeah, if we get a frost/freeze, a lot of people don't realize that the frozen-back portion of the plant protects the rest of the plant...and so it shouldn't be removed. It is hard to look at the ugly stuff and not want to lop it off. But good gardeners know that you shouldn't. :)
