Whatever you plant in there, make sure there are drainage holes or the plants will rot. I would either use it for annuals and switch them out every six months, or fill it with small rocks and then plant small cacti.

Fill the bottom half with Landshark Lager and the top half with ice. Done.

As far as plants go, if you drill enough holes and use a free draining mix, you could do quite a few succulents/cacti in it. Which would a bit of humor that a bunch of dry-land plants are inside a watercraft.

I should have done water plants! I drilled holes so it has good drainage. Everything is frying out there in 10B sun. Going to have to move it to a shadier area. In the ground, in full sun, things grow well here. I have yet to see anything survive in a pot. Must be me :(

Maybe try crown of thorns (euphorbia milii or lomi)? Mine take full sun, all day, and bloom all year long. I would put them in pots and drop the pots inside the planter. Hide the pots with some pine bark nuggets to fill the boat and across the top.
