Fuzzy Sago?

Hi All:

Just been noticing a light brown/beige fuzzy material on the crown of my outdoor planted sago. It has the consistency of insulation or cotton candy. It is quite thick, doesn't extend to the leaves really. It can be pulled away from the plant, just like cotton. I'm not 100% sure it wasn't always there, but it has certainly gotten thicker recently. I do have a scale problem with it, which I try to keep at bay with oil and water spray. The plant is pretty healthy, has had several flushes of new growth last year. I have seen some info about the fuzzy material online, but I'm not sure if this is what other people are seeing, as I think the plant is kind of fuzzy there anyway, more velvety, this is more like insulation. It will wash off with a water spray.

Any thoughts?
