Growing medium for raised beds

I have about 300 sq feet of raised beds that I am looking to fill with a growing medium for vegetables and herbs. The City of St. Petersburg (where I live) offers a product called soil builder which is very economical. Has anyone had experience with this and is this recommended? Thx.

it is just ground plant material but anything helps. If you try to grow in just that you will be disappointed. If you can mix it with horse manure or mushroom compost or a combo of both you will be very happy.

Thanks bamboo rabbit - sounds as though I could use the soil builder as a base and then do a combo of the amendments.
