Bad day in the 'garden'

Well, I don't actually have a garden and I am a novice gardener as best. I am growing tomatoes in pots on my patio and I have 2 citrus trees. One of my tomatoes is in a self watering pot without a drain (you know where this is going)and I over watered it big time! Actually soaked up as much water off the surface as I could with a roll of paper towels. Now I am hoping for the sun to do the rest.

Moved on to check the Moro blood orange tree that is three years old and blooming for the first time. There are teeny, tiny redish bugs all over the petals. They are so small that I thought they were varigations in the petals, but THEY MOVE! What the heck are these things - will they hurt my tree or the fruit and how do I get rid of them?
