Weird holes in the ground

I noticed about two weeks ago that my papaya tree is looking a little wilty. It had also become a bit wobbly in the ground. It's dropped almost all of its leaves and the new growth at the top is quite small. It also dropped a large green fruit a couple of days ago.

I put this all down to the winter weather, as I see other papayas in the hood that are in similar (or worse) condition (though I've seen some that are not as challanged as well.)

Then I noticed that the chickens have industriously scratched all the mulch away from around the trunk. And from around its neighbour banana plant.

As I was putting the mulch BACK, I noticed that the ground around the plants is riddled with deep holes.

Moles, you think?

Anyone found a solution that won't kill my dog and chickens as well? I tried sticking the hose down into the holes to fill then with water and knock down the sides of the tunnels then replaced some soil. I was debating digging up the papaya and re-planting???
