Asian Cycad (white scale pest) on Sago Leaves

I had this asian cycad scale on several sagos. It looks like this:
And, I cut all of the branches off. That was several months ago, and one of my sagos has not yet grown new branches. Does this mean that its not going to? It looks like it may grow a flower.
