Here's a picture of the foliage. It looks like it might send up a couple more flower stalks.

I have it it in my daughter's butterfly garden. It came in a Mixed Wildflowers seed packet that I got from the Wings and Wildflowers festival last fall. None of mine have started sending up flower stalks save for one. That one was started in a pot in my lanai and never really grew the 'ball' part at the bottom of yours. It simply started growing in an almost vine-like manner. All the others that are growing in my daughter's garden are the ball-like mass of... fronds? Leaves? Texture-wise, as in physical texture, it's one of my favorite plants as it is super soft to the touch and almost rubber-like.

The foliage looks like dogfennel, a weed I battle on my lakeshore every year.
