Cutting any of the foliage of bulb-type plants will lower their vigour. You can snip the tips of the irises fan leaves, but no more than 1/3'rd of the top should be snipped unless you are transplanting. The others I would say no - the foliage yellows and browns naturally, returning and storing the energy into the bulb that's underground for the following year.
