Can you indentify

Can anyone identify the bugs eating this night blooming jasmine leaf? They are scattered on many of the underside of these leaves. See link for pic. Thank you.

hhmmmm, not 100% sure, but it almost looks like powdery mildew, but those black lookin gthings in teh centre makeme think again. Anyone lese?

It looks to me like you have some type of scale and the hole in the leaf is coincidental from something else. A teaspoon of baking soda in a quart/liter of water for mildew and an oil spray for the scale.

I would be more inclined to go with powdery mildew. I am trying a fungicide to start with. If that doesn't work, then I'll try an insecticidal soap.
