I would grow them in the ground from my past experience with container gardening. They grow alot bigger in the ground and might need less watering depending on your soil/ mulch. Basil is easy to grow. I prefer perennial ones like rosemary, thyme. chives and garlic chives. Holy Basil is a good annual to attract if you let some of it go to flower. My rosemary got to be the size of a small bush. Give it lots of room to grow. They all want lots of sun. Maybe a little afternoon shade in your zone. Yes! JCT knows. Basil makes a great skeeter repellant. I crush about 12 leaves in my hands and rub the oil on my skin. My hubby used a Deet spray. He got bit within a half hour. I didn't.

You can grow cool weather herbs in Winter: dill,parsley, cilantro, etc. I grow parsley in containers, but the others are OK in the ground here. Fungal/bacterial diseases seem seem to take down many of the Mediterranean/woody herbs in the ground here, so I like to use clay pots for some of them.

I grow cutting celery, marjoram, savory & oregano, basils & garlic chives (which are extremely hardy). I keep mints in containers since they like to wander. Bulb fennel is dead easy, IME & goes in the ground as well. I have a very old rosemary bush that's been in the ground ( a sandy, hot raised bed next to the house) for years now.
