What's wrong with my Dracaena Fragrans?

Hi,

I've had a relatively healthy dracaena for about 3 years, but after leaving it in the care of a friend over Christmas it is not happy and I can't figure out why. The leaves near the top (and on the highest stems) have all started yellowing and the edges are now brown, and they're clearly dying. I've chopped those off, but I can see inside the crown of the new leaves and even those tiny baby leaves just poking through are brown too. I don't think it's underwatering, because a week after I came back I went to water it and saw it was still very wet, so I'm guessing my friend over watered it and also didn't let it drain when she did water it. One of the stems was so sad I cut it off, hoping it would split into two new stems, but instead the stem looks like it's continuing to die and is very soft, all the way down to the trunk. Should I cut that right back to the trunk now? Here are some sad photos : (

Can someone tell me iff I cut back the top, green stem with the dying crown, will that grow back or will it become soft and die like the smaller one below it?
