Cut through the peduncle distal to its attachment to the stem and proximal to the flower's receptical (between the receptical and where the peduncle attaches to the stem).

The fruit/seeds are a powerful energy sink, so removing that sink frees up energy the plant can use for more blooms - one of the 2 reasons for dead-heading - the other being to simply keep the plant looking tidy.

BTW - Hibiscus does NOT like much in the way of phosphorous, so it is a decidedly bad idea to use any kind of "bloom booster" formulation for this plant - especially if it's in a container. Shoot for a fertilizer ratio (ratio is different than NPK %s) of around 3:1:3 or 2:1:3. If you need help straightening out the fertilizer numbers, just ask.
