What zone are you in? It would be good to add that to your signature. I would direct you to the compost forum. Things are a bit slow here.
I think a lasagna garden might be what you need. Raised beds would also help quite a bit with drainage.

Generally they mean any type of compost, commercial or homemade. However, I have found commercial to be too sterile for my liking. Six months after putting it down, I see no worms, or other insects crawling in it. However, my homemade compost is filled with worms and pill bugs. Six months after adding it to an area, the worms are bigger and it has not clumped as much as the commercial stuff. One tip I use to this day is to add 4-6" twigs to your compost as it breaks down. It helps aerate the compost and adds oxygen to the soil area.
