Spring weed explosion...help.

My winter garden did great and the bed I was saving for tomatoes was warming up when ground ivy, Glechoma hederacei, attacked. It was very rainy and I couldn't get outside. By the time I did the ground ivy was a foot thick all over, It swamped the snow peas, and I have spent days and days getting it pulled out so I can plant summer vegies. What can I do next year to avoid this? Other than chickweed, there are no other weed problems. I did newspaper and mulch last fall, but the ground ivy loved that! I know I am leaving lots of roots and it will come back.
