It is a method of harvesting fall veggies through the winter. The basic idea is to plant cool weather crops lettuce, peas, broccoli, spinach, collards, etc. Most of these crops are some what cold hardy. You give nature a little help by covering the plants with cold frames, row covers, or just a simple piece of plastic. This keeps the frost from killing them allowing you to harvest all winter. The plants won't actually grow in the winter. But you can still harvest them. So it does require some planning ahead. Eliot Coleman's book 4 Season Harvest goes into detail about what to plant and when.

I harvest leeks all spring from some I planted last year. They were covered but not very efficiently.
