The only thing that comes to mind right away is sarcoccoca, a low shrub, but I honestly don't know how they perform in zone 10.

Another option is to try a vine that will sprawl along the ground and tolerate shade -- a jasmine or honeysuckle, if you can find one that's fragrant but not viciously invasive.

A final thought is to use fragrant bulbs like crinum and hymenocallis that might tolerate shade.

I would head to yer local nursery and ask them for advice.

Lots of choices, just to name a few such as Trachelospermum jasminoides, Gardenia jasminoides, Heliotrope, Osmanthus fragrans, Choisya ternata, Bouvardia, Crinums, Hedychium gardnerianum, Nicotiana sylvestris are a few that come to mind.

Calathea concinna has a wonderful fragrance. If available, Chloranthus spicatus is a perfect sub-shrub with interestingly shaped flower spikes that are used to scent tea in China and Japan. Dwarf varieties of the common Pittosporum tobira would also work. Michelia figo has good banana fragrance but can get over 10' tall if not pruned.

Anything that's not a shrub? I'm looking for something marigold or vinca sized to go in the shaded areas between larger shrubs. Are there any medium sized flowering plants that bloom most of the year that would do well in part sun?

as previously mentioned, heliotrope would be suited to those conditions. there is also gardenia radicans which grows more like a groundcover for me and has smaller leaves and flowers but the same famous fragrance as g. augusta.
i have seen mention of dwarf plumerias, too. if i could grow one of those i certainly would. they say the fragrance is very nice and varies by species; some are like gardenias, some coconut, some roses!
the nicotiana that bahia mentioned grows well for me in morning sun and afternoon shade. it returns each year and has a strong fragrance that reminds me of moonflowers.
