If it's growing well but not flowering a lot, I suspect more light is needed -- this far north, even a southern window doesn't provide much sun, and jasmines like a lot of sun. I haven't flowered volubile, so I can't remember its blooming season, but I'd cut it back now, since jasmines bloom on new growth.

However, are you sure those directions are for volubile -- it sounds more like the directions for Logee's unnamed "hardy jasmine"? Do a web search for volubile or look it up in tropical gardening books to get more tips for culture -- Logee's has a plant hotline you can call as well.

Put it outside for the summer, and get some supplemental lighting -- compact fluorescents are easy and cheap -- to keep it going through the winter.

I did call the hotline, and I was told most likely it didn't have consistent enough cool temperatures. Could be true. My Jas. humnile (yellow) is blooming fine- it only needs below 60 deg. Seems like the volubile needs consistent cooler temps in winter. Mine fluctuate since it is by a cool window in an apt. I have four buds. Right now its on the patio in 44-45 deg. nights. Probably too late for that now, but the buds still look good. Maybe better next time around. thanks again.
