Lilac tree

I'm not sure if I should have posted here, not sure where else to go but I have an enormous lilac tree that needs the suckers pulled out. Is it safe to do this before the leaves come on the tree? Should I wait until after they bloom? It would be so much easier to do this before it blooms but it has to be done soon. Thank you for any help on this.

I am guessing it's one of those 'formed' lilac tree topiary things, and the suckers are coming from the base? I would do it now, it shouldn't cause any harm as long as you wait till the last frost date.
