Clerodendron trichotomum is a very fragrant shrub and blooms in summer when most shrubs are finished. Mine sends frangrance throughout a large part of the garden. Flower clusters are very showy, reddish-purple calyx with whitish flowers. Has blue berries in the center of the reddish calyces in fall. Seedlings can be a bit of a nuisance but with normal weeding not so bad.
fragrant oriental lily Casa Blanca but it would need winter protection in your zone. Fragrant heratige carnations will knock your socks off from a distance and take care of them selves once they are a sizable clump for at least a month.Daphne is a super fragrant evergreen shrub but can be hard to get started. There are some really fragrant Viburnam shrubs but if it rains at all when the flowers are on it they rot off before you get to enjoy them. Some roses of course.
david phlox roses (of course) lilacs butterfly bush (I don't recall the variety off hand) various lilies (they coat the entire backyard with fragrance) lemon balm agastache salvia some echinacceas are more fragrant than others mint berlandiera (it does smell like chocolate) lavendars
mainly it's the roses, lilacs, and lilies that can cover the yard with fragrance - and the mint smells wonderful everytime I mow near it i used to have a jasmine indoors and it smelled divine
FYI If you live where Gardenias are hardy outdoors they are fairly easy given the right location. It is as houseplants that they are so difficult. Spider mites, bud drop, iron chlorosis oh my!
