Jasmin sambac in big pot not growing

Hi,

I bought a small cutting of a Jasmin Sambac in May.
The original pot was 2".
I made a mistake in potting it, in a 6 inch pot.
Since then it hasn't budged.
I was thinking of repotting it in a smaller pot, however, we're having a spot of very hot and humid weather 96ðF, and I'm not sure if it's a good thing to do.
Also is it better in a plastic pot or a clay pot?

If you're wondering what are those terra cottas pieces in the pot, it is to deter the squirrels.
