Go ahead. Fuschias don't mind being disturbed. We are just about the same latitude, so fuschias actually are happy in full sun or part shade.

you're not alone, they won't shoot from under the soil until the soil warms up a bit more.

Try to dig it up in a clump, with as little root disturbance as possible. Any long old tap roots can be removed, leaving as many of the finer white roots as possible. Plant in the new position a bit deeper than it is now and keep soil moist if we don't have any rain - Kath :)
