Fuchsia not thriving

I really hate asking questions as I feel kinda stupid but I guess I have no idea what I'm doing!

I bought a fuchsia a few weeks ago from HD. It wasnt a huge plant but I had great success with one last year so I was excited to find one. This one is now just ugly. I'm not sure whats wrong with it. It's mostly in shade, I water it but not overly water (it's been raining heavily here lately but it's been blah even before then) I potted it when I got it and then I pulled it out to see if the roots were rotted maybe 2 weeks ago. They weren't. I pulled the soil off the roots and replanted to see if that would help. Nothing. The blooms are dying, some of the leaves are brownish and have holes and its just thin looking. I have inspected with no pests. It hasn't been too hot here lately (western KY) so I'm not sure whats wrong. It's been fertilized once maybe 3 weeks ago. I hope I can get this baby looking pretty again. It does flower and I deadhead the ugly flowers. Any help??
