What to do??? It is dying!!!!

OK, here is the situation. I posted on here several days ago about keeping fuchsias inside, was told no. So I have had it outside east side of the house. It gets sunlight in the morning and shaded all day. I have been reading the posts and have learned you don't want to overwater them. When I bought it (only 4 days ago), it was dry as a bone. I watered it when I brought it home but didn't soak it. Now last night I noticed that some of the tallest shoots or whatever were droopy on the tips. So I read to spray it with water - did that. Now this morning it looks even more droopy. I am really paranoid to water it too much. I took it out of the pot to check for nice white roots. It is VERY rootbound and plenty PLENTY of white roots and also very dry. So am I not watering it enough? I did give it some more water just now. Should I replant in a bigger pot? I don't want it to die, it was so beautiful and big when I bought it 4 days ago. Now it looks sad. No leaves are falling off YET! But I don't wanna wait too long to do something. I bought it in a 10" pot and it is still in that pot. The plant itself is about 2 foot high and about the same wide. What should I do? Thanks
