when will fuschia magellanica aurea bloom?

i bought this plant last year with blooms on it. it was approx. 8 inches tall. it returned this year and is approx. 12-14 inches tall. the problem i have is that i still see no evidence of blooms. when is this plant supposed to bloom? can i do anything to encourage blooming? thanks for any help or tips.

Mine was subject of a 12 degree freeze and regrew from the crown. It's now a 2' green mas but no buds yet either. Might be another couple weeks to a month, but when they do bloom; it's an explosion.

Mine's covered with buds & flowers right now, but my area may not get as cold as yours (I'm in Portland Oregon). We had a few days of snow and sub-freezing weather but they never last more than a week or two. I cut the plant back to about 6" from the ground last Nov because the roofers dropped a bunch of tiles on it. It's grown back bushy to about 2.5 feet tall and is in full-bloom now.

This fuchsia gets full afternoon sun but seems to be fine with it.
