Blooms falling off

I have 8 Fuchsia 5 of them are having a really hard time. I am not sure what the problem is. When the blooms get ready to bloom the stems turn black and the blooms don't bloom right then fall off. The ones that are doing badly are all in hanging pots. The leaves look good I am completly at a loss. They are in semi shade. Very little sun light. All the plants that are doing well are in the same light. Am I over watering? Please help!!!

When you pick up your hanging basket, does it feel heavy? Sometimes the very surface of the potting medium/soil looks dry but the rest could be soaking wet. Over watering could be your problem.
