I have some fuchsia in hanging baskets in my garden. Over the course of this summer, they've gradually developed a "deformation" of some new growth. Some new growth looks normal and lovely, while other new growth is thickened and rough, almost like cauliflower. The growth is still green though, and alive. The problem is very distinctive and obvious, so I'm asssuming that somebody on this forum has seen it before. Diagnosis?
