There is no way to tell a plant is GMO or not. An organic plant is supposed to not be GMO according to organics regulations but honestly, there has been some concern over mass produced organics and if they are being overseen.
Bonnies Plants is what Lowes carries. You can contact Bonnies and ask them. They are a good company.
Another place to go is to Whole Foods, they carry IMFlowers brand herbs, a local company and I know they are non-GMO and organically grown.

I do not think anybody with a sound mind will go through all the trouble to geneticall modify, cilantro, parsley, and any other herb.
Simply, because there is "NO CAUSE" to do that; there is no commercila interest in it and there is no money making oppotunity in doing that.

There are a lot of hybridization in garden vegetable area but that is not GMO.
