year 2 of Conferate Rose - what to do?

My mother in law gave me three sticks of confederate rose that I wintered over and planted last year with stunning results last fall. I left the barren sticks up there but now I'm wondering if I should cut them back and if so, how much? There seems to be new growth at the base. Will it bloom again on the old wood or do I have to cut it so it'll bloom on new wood? Should I cut it WAY back? Thanks for any and all advice y'all! I'm a newbie gardener :)
