Need to kill some tea olives

Don't hate me. I love tea olives, but the previous owner planted these in just a terrbily bad location. I'm having to cut them back every year to see over my back deck and they are just too large to move. I'm about to clean and stain the deck and so I am about to cut them back anyway since they interfere with the railing but was wondering if I cut them at ground level which I plan on doing anyway, what can I do to ensure these things don't start rejuvenating? Thanks for any help.
