Wooly Thyme die-off

I'm stumped. I recently put down a 15'x 10' entranceway made from chunks of sidewalk and driveway. I left generous spaces between the concrete chunks so I could fill in with Wooly Thyme. I planted 40 small pots about two weeks ago and it looks as though they're ALL dead or dying.

I filled the spaces with coarse small stone, then smooth pebbles mixed with sand. Lastly, I topped with 3+ inches of garden soil. I was careful to see that these plants didn't dry out and the weather has generally been on the cool side.

So what happened? I'm hoping the Wooly Thyme is simply going through a severe shock and will take hold and begin to grow again.

Has this ever happened to anyone else? If the plants are dead and gone, what should I do differently next time?
