Evergreen tree for a wet-'ish' area

I have an area where a downspout drains that is in need of a tree of some sort. The area where it would fit is about 5 feet in diameter, so I guess the tree would need to be on the small side, at least at the base. The area isn't alway wet, but when it rains that area gets a ton of water dumped into it. I'm looking for something evergreen. I was thinking of the blue atlas cedar because they can stay relatively narrow in habit from what I've seen, but anything with a habit like that is interesting to me. I read that the blue atlas needs well-drained soil , like 99% of the plants out there. It would be planted next to a screen of fragrant tea olives if that helps.
