Have you thought about a camellia? I know they are cosidered a shrub, but ours is prunned like a tree and they are so pretty. It shouldn't get more than 15 tall. Or you could plant a dogwood. I have a beautiful pink one that I just love and they get to about 20 feet tall. You might also consider a japanese maple. They shouldn't go any taller than 15 feet.

Ginkos are traditional for memorials and ceremonies in Japan. You can't beat the bright yellow for fall color. Planted 10 to 15 feet back from power lines should be sufficient for 20-30 years or so. Forest Pansy Redbud is a nice bushy tree with good color also.
