Can a cheap greenhouse allow for cactus growth year round?

I am wanting to start growing some cacti in my garden. I'm thinking I'll probably need a greenhouse for this.

I'm wondering if a greenhouse like this would suffice:

I live in NW Georgia btw (near rome) - figured I'd state this to help with climate estimates.

Just wondering if something like this would work, and if so, would I also need a heater inside it during winter?
