I'm not sure where to tell you to look (locally) because I don't live in GA, but they should be fairly easy to find. It's not an uncommon plant. Any good nursery probably has them.

Yes, it is reliably SEMI evergreen. It really never looses all it's leaves, but it did loose some this winter because of the cold temps.
I purchased mine at a nursery now closed, it is frequently available from Loganville Growers Outlet, Trees Atlanta sales sometimes has it, and Pikes normally carry it (at a much greater cost). Fast growing, it's a great screen!

I generally see semi-evergreen used to refer to plant that keep their leaves for nearly all winter or plants who's foliage is almost but not completely lost during some period of the year. Even solidly evergreen plants do loose their leaves, just not all at once. My Prague viburnum is planted in a cold microclimate (in a lower and partially shaded spot) but has still remained reliably evergreen for me.

Mine will loose them all at once during a frost zap. Mine are totally exposed so they get extreems of heat, sun and then the windy cold. So I'm sure that's the cause of leaf drop. They grow back very quickly though, in about 2 weeks it's covered again!
