Crocosmia 2nd bloom

Early this year, I planted LOTS of crocosmia in my garden. Given how dry things are and how expensive water is, the plants had a relatively tough time. But they did well. They began flowering in July and kept it up for more than a month.
Now the strange part... at least for me. There's a 2nd limited blooming underway. For some reason, new flowering spikes are growing directly out of the soil. No leaves, just flower-loaded spikes. Is this normal?

It's not unusual to see rebloom. I guess you are saying additional foliage is not popping up, but the initial foliage is still present, right?

It is surprising that they are doing so well with the drought. Mine show signs of drought and we haven't been nearly as short on rain as most of GA.
