Crocosmia 2nd bloom

Early this year, I planted LOTS of crocosmia in my garden. Given how dry things are and how expensive water is, the plants had a relatively tough time. But they did well. They began flowering in July and kept it up for more than a month.

Now the strange part... at least for me. There's a 2nd limited blooming underway. For some reason, new flowering spikes are growing directly out of the soil. No leaves, just flower-loaded spikes. Is this normal?
