Would be helpful to know what type soil you have, sandy, clay, loam, etc. and the pH number. Also, what is your USDA Hardiness Zone? Nearby GW Members can then be more specific in their recommendations.

I would go ahead with the lime and hold off on the fertilizer till your ready to plant and soil has had ample time to raise its ph with the lime application. Unless you get the ph right, in my opinion, applying fertilizer can be a bit wasteful. Your definatley on the right track with the soil test, loosening the ground, and applying some compost. i'm with dirtjunky. we just learned this in my Master Gardener class (go me!) so lime now. it'll take all winter to change your ph. then fertilize in spring - otherwise you may fertilize weeds and lose fertilizer to leaching out before you put your plants in.

you might also consider a winter cover crop like clover or something else that will put in nitrogen, and turn it in before you plant. 'course then you might need another soil test first before you fertilize.

Lime now for garden is good advise. 10-34 is liquid popup fertilizer spray over seed just after planting it get seedling off to fast start the 10 in 10-34 is nitgeon it go away in most soil in 17 days but in plant stay up to 45 days. I use 18-46-0 graular fertilizer and till in just before planting what ever use in popup fertilizers you need to apply side dress with complete fertlizer after plants get about 3 weeks old 10-10-10 is good choice in drop spreader some plants do better if hand apply fertilizer. Planting behind grass is when need more fertilizer then after years almost ever soil metal be tie up first year are used by grass worms eat on roots of grass they go away after tilling I till grassey place one spring planted peas ever seed got wire worm grub in seed retill plant same peas back no worms so tilling now be good.
