Weedless Gardening or Tilling?

I have been doing alot of research before I make my commitment. I have a 30ftx60ft area in a backyard, and 20ftx45ft area in the side yard that I am getting ready to prepare. The question I have is, which method have you found works? I have multiple Georgian stating that the weedless method works ( Newspaper, compost/mulch then plant), while some are swearing up and down that you need to tear into the soil each year with that compost instead. What are your opinions, as the ground I'm working hasn't been tilled before, and most likely is filled with clay.

I've done both.
Where I had raised lagasana beds, and also in some of my veggie beds I can practice "weedless" gardening and not turn over any soil at all. The soil is gorgeous and ready for that. Everywhere else I am ammending deeply and then I hope I can get going on weedless gardening.
I don't get a huge amount of weeds anyway - I smother everything with layers of cardboard and mulches. In areas that end up being a bit weedy, I put down corn meal pellets from the feed store and voila, no problems (and I feed the soil!)
