When to patch bald spots on newly seeded lawn...

I tilled up my lawn two weeks ago and planted fescue two weeks ago. The first seedlings started to emerge last wekend and are now close to two inches tall. There are a fair number of bald spots that haven't sprouted yet. The directions on the bag (Rebels turf-type fescue) said that seedlings will emerge in 7-21 days.

It's likely that some of the bald spots come from raking the seeds into the soil and they moved around a bit.

My question is this... should I wait till day 21 to patch the bald spots or do it now? I feel like since I've got some really tall grass with some completely bare spots in between them which makes me think there is no seed there or the seed that is there won't sprout at this point. I don't want to wait to long and not give the seed enough time to grow before they get covered with leaves but don't want to overcrowd the lawn either.

I live in Atlanta and the high temps right now are in the low 70's with 50's & 60's overnight.

Any advice would be appreciated. Thanks!
