How would it be to transplant ferns and hosta right now? Would this be a good time or bad time?

It is best to move and transplant all plants right now. As long as there won't be an ice storm or long freeze (which is usually in the new year) you are good. Even if it's going to freeze, you can simply water well and plants hardy to at least zone 6 will be fine to transplant.
