I believe dill is considered an annual in this area and would not survive over the winter outside.

Dill is an annual in most locations (Some places, It's a biennial).
I have often considered growing Dill, since we use the herb (dillweed) and spice (seed) in many recipes.
Some sources claim the seed can be planted in fall or spring, but they don't include hardiness Zones where fall planting would be possible.
In our area, the seedlings very likely will be killed when temperatures fall below 20°F (Zone 8).
Since there are currently new seedlings emerging, there are are probably many hurndreds or possibly thousands of ungerminated seed still waiting to show up. They don't call it Dill"WEED" for nothing! Some of this years seed may germinate 2-3 years hence.
If they become large enough to harvest before being frozen, cut them and place in a plastic bag in your freezer. Remove and cut off portions for use and return unused part to freezer.
Since you have established the necessary growing conditions for the plants, I think you will have a new crop of seedlings when spring arrives!

why not transplant some of those babies into pots and bring them indoors for the winter? Fresh dill all winter? Sounds like heaven.
