Any container is going to need some water on a regular basis simply because it's in a limited size container with only so much soil.

However, that aside there are fantastic things to plant that don't need daily watering unless it is really cold. Cold zapps the moisture.

pansies
violas
swiss chard
all sorts of kale
flowering cabbages
small conifers
succulents such as sedums
hens chicks

(imagine a seasonal display of a white ornamental cabbage with bright red violas and pansies with the green ivy dripping out!!)

something with interesting shapes that you could string with lights such as:

"hardy orange" (thorny but so cool looking!!) strung with lights.

A display of evergreens like conifer boughs, holly, decideous berried holly, pinecones used as mulch..
