Starting geraniums from cuttings, not pelagorniums

I have no trouble starting the annual pelagorniums from cuttings, however, I am not able to root the hardy geranium. I have tried every method I can think of - sand, soiless mix, potting soil; I have tried tenting the cutting and not tenting; I have tried dipping the cutting in planting hormone and not. No matter, the cuttings rot. Help...what am I doing wrong? (I have read through your FAQ and through the individual postings but can't find an answer to my question.)
