Every time I have shipped a young micro mini tuber - probably around the size of yours (although I don't know how small a buckshot is) - the foliage has broken off either while packing or in transit. They have invariably resprouted for me, so recently I have been comfortable sending them to people in that top-less state (to be distinguished from dormant tubers). I would say your chances are excellent, although I s'pose it might depend on which micro you have. (my white sprites are struggling again)

I've only tried a micro leaf once - a few months later it was still good but "annoying" because you can't see any change above the surface. I assume it was merrily forming a tuber but I passed it on to someone before I could check. I didn't give it any special care.
