building pillars for a tall and wide trellis

I am considering making a wisteria arbor and building pillars with compacted dirt in plastic 5 gallon buckets and then sealing it with concrete. I want to make a wisteria walk about 75 feet long at normal height for an arbor with several "landings" that could be gazebos or whatever. About 20 feet or so of this walk though would need to be about 14 feet high with no verticles so that a bus could drive under and make a turn without hitting it. Any thoughts/ideas/suggestions/criticisms/etc.?
